MINUTES

EXECUTIVE BOARD MEETING

April 11, 2013

 

The meeting was called to order by President Bobby Bluehouse at 6:00 pm. The other members of the Executive Board present were: Marvin Jones, Frank Elizondo, John Forstrom, Max Alavi, Sanne Berrig, Loree Scarborough and Julie Dean, as well as Vice President Terence Endersen and Treasurer Robert O'Connor.  Secretary Jeff Miller was absent.  Secretary Jeff Miller requested to be excused for his absence.  A motion to excuse the absence was raised and unanimously approved.  16  additional BSRA members and visitors were present.

 

The agenda was approved, once “New Business” was added, as were the minutes of the March 14, 2013 meeting.

 

Casey, a Library Assistant, gave the Bay Shore Library minute, which included an announcement that April is National Library Month.  They will have an Outreach for the next two Saturdays where they will be signing people up for library cards.  They now also have free WIFI at all branches and they will be showing folks how to access the library website and books online.  All residents need is their library card number and PIN.

 

East Division Commander W. Paul LeBaron gave the LBPD report. 

·         3 fights – most involved intoxication

·         Disorderly conduct near a bar where the people were gathering for a fight but were arrested before any assaults occurred

·         On a weekday morning, an elderly woman outside of Starbucks on 2nd & Covina was assaulted when a juvenile male grabbed her jewelry.  An off-duty FBI agent observed the assault and apprehended the juvenile.  In addition to the arrest, LBPD investigated/interviewed the 16 year old juvenile and learned that he lived in North Long Beach and was in the Belmont Shore area with a couple of other friends.  He said he needed money and intended to sell the stolen items at the Del Amo swap meet for cash.  They were targeting gold jewelry.  The LBPD is working in several ways to deal specifically with the issue of juveniles:

1.      City Prosecutor is more than willing to sit down with parents of problem juveniles

2.      Officers participate in an “Adopt a Crook” program to keep tabs on specific kids, which has been successful

3.      Many of these kids go to the continuation schools where they are in school for fewer hours than at a traditional high school.  The Principal at one of these continuation schools is working directly with LBPD to address the problems associated with truant juveniles.  LBPD has provided the Principal with a list of the juveniles who need to be monitored due to prior police-related issues. At the beginning of each school day, the Principal reviews the roster and immediately notifies LBPD of any absent individuals.

·         A robbery occurred on St Patrick’s day where a man left a bar, and was apparently assaulted.  He woke up with an abrasion on his head and was missing personal items.

·         There were a few residential burglaries.  In one instance the perpetrator was arrested.  He was walking the neighborhood, checking doorknobs on 4300 block on Ocean.  A resident saw and called police.  The suspect was detained, and after LBPD discovered a number of suspicious items in his bag and that he had a prior arrest for burglary in November; he was arrested.

·         2 Garage burglaries.  The thieves are getting into garages and stealing items from unlocked cars.  Residents should remove valuable items and lock cars even when in garages.

·         The 2014 Budget is still being worked out.  Plans are in place to hire an academy class and they are moving forward at this point.  The Commander is hoping an announcement will come out soon to make that official.

·         Residents advised that a few people have been sleeping in beach parking lots, on bike path and on the beach.  The Commander advised that daytime sleeping on the beach was lawful and that he will look into the issue

 

Dave Roseman, City Traffic Engineer, made a presentation regarding traffic/crosswalk related plans for Livingston at 2nd Street.

·         The City received a grant to conduct studies of traffic signals along Ocean and they found that the intersection at Livingston Dr and 2nd Street has some odd constraints/issues (ie: Insufficient ADA access, vehicular bottleneck, inefficient traffic movement due to multiple pedestrian crossings, etc.

·         The City plans include:

o       Elimination of crosswalk from SE to SW corners of Livingston/2nd which is the longest distance for pedestrian travel and in addition, does not have sidewalk or ADA access.

o       Addition of new crosswalk from existing Livingston Dr median (which separates traffic heading NE on Livingston from traffic heading East on 2nd St) directly north across the intersection to the Northern side of 2nd Street.  This new crosswalk would be a shorter distance for pedestrian travel thereby reducing the pedestrian crossing cycle time and significantly increasing vehicular traffic flow.    Pedestrian travel would be initiated by pressing a button at the crosswalk.

o       All equipment will be changed, new ramps will be built and curbs will be modified to be ADA-compliant, etc.

·         Dave Roseman has  met with the Parking Commission who liked the solution and has generally gotten good feedback so far.  He will be meeting this month with the BSBA. 

·         Design work to be complete by the end of April.  The plan will then go out to bid and it should be in the construction phase by end of year/early 2014

 

Julie Maleki from Third District Councilman Gary Delong's office covered the following items:

·         Construction has started on Lois Lane.  It should be completed by the end of April.  They had to remove a couple of trees, but will work with anyone interested on planting new trees.

·         A fish taco proprietor will be going into the old Sweet Jill’s space at SE corner of 2nd St/Corona Ave.  Julie advised it is 1000 sq feet and requires 10 parking spaces.  They have not applied for a beer or wine license. 

·         BSRA Boardmember Frank Elizondo advised that Chase is now charging for parking in their lots during the evening.

·         The Broadway Ave center median planting is scheduled for Saturday April 13.  Volunteers are needed. 

·         An Electronics Recycling and Shredding Event will take place on Saturday, April 20th from 9am to noon at 5907 E Naples Plaza, Long Beach.  The first five boxes of shredding material per vehicle are free; each additional box is $5.  The electronics recycling includes: televisions, computers, monitors, cell phones, stereos and more.  For further details, please see: http://www.longbeach.gov/district3/

Solar 101 Community Workshop

Please come to the Solar 101 Community Workshop hosted by Ameco Solar, Inc. The workshop takes place at the Rec Park Ballroom at 5001 Deukmejian Drive, Long Beach, CA 90804, on Wednesday, May 1, 2013, from 6:30-7:30 PM. ·         The newly opened L.A. County Environmental Collection Center is located at 2755 California Ave. in Signal Hill.  Long Beach Residents are encouraged to drop off their Household Hazardous Waste (HHW) and Electronic Waste (E-Waste) to the permanent center free of charge on the 2nd Saturday of each month from 9 AM to 2 PM.  Items that can be disposed of there include: household and car batteries, medicine, automotive products, cleansers, medical needles, solvents, computer and television monitors, central processing units, laptops, printers and scanners, fax machines, VCRs, cell phones and more.  For additional information, go to www.edcodisposal.com or www.CleanLA.com.

·         BSRA President Bobby Bluehouse spoke of complaints he’s heard from multiple kite vendors stating that they are not allowed to participate in the Kite Surfari event scheduled for the 1st week in May.

o       Bobby requested that Julie Malecki investigate and report if a permit has been issued for the Kite Surfari event in May.

o       BSRA VP Terence Endersen stated that the Kite Surfari operating permit approved by City Council specifically states that only sundry items can be sold, however Kite Surfari is selling kite-surfing related equipment which appears to be in violation.  Request was made that Julie investigate and report back to BSRA.

o       Julie suggested reinstatement of the BSRA Beach Sub-committee quarterly meetings to address these types of issues.

·         Julie advised that residents can contact the ABC, erik.sund@longbeach.gov, or julie.maleki@longbeach.gov to inquire and/or express their support or opposition of  alcohol licenses.

o       A motion was made by Frank Elizando to have the BSRA send a letter of support for Cal Shabu’s (located between Corona and Covina) pending beer/wine alcohol license The Board voted 5 in support  (Bobby, Loree, Marvin, Robert, Frank) and 5 opposed (Terry, Julie, Max, Sanne, John) The motion did not pass.

 

Eric Forsberg presented the Parking Commission Report. 

·         He advised the group was very supportive of the Livingston and 2nd Street plans presented by the Traffic Engineers.

·         The Commission is reviewing the 42 green 20-minute parking spaces in Belmont Shore and considering changing them to regular parking spaces.  The Commission is speaking to the businesses and will analyze further.  A resident voiced his opinion that he feels these spots should remain 20-minute spaces.

·         Commission investigating installation of new solar powered parking meters which will take cash, debit cards and credit cards and be accessible via Smart Phone apps; this means that city employees will not need to collect money as frequently.  Additionally, they are discussing sensors that will zero out any dollar amounts on a parking space once a car leaves.  They are also discussing the option to allow customers to increase the amount of time on a meter via a Smart Phone app.

 

There was no BSBA report.

 

Treasurer Robert O’Connor reported an account balance of $2414.20 and noted that each year in April the Belmont Shore Residents Association has made a $300 donation to the Bay Shore library.  A motion was made and unanimously passed to continue this donation in 2013.

 

To get through the agenda, the President requested that residents and board members follow the meeting rules.

 

Due to a lack of time, the old business and new business topics will be moved to the May meeting.

 

There was no President or  Secretary report and no public comment.

 

The meeting was adjourned at 8:00 pm.
